Their Story

Sir William Francis Birch, known as Bill, was a New Zealand politician and senior minister who shaped the nation's economic policy over four decades. Born in Hastings in 1934 and trained as a surveyor, he served on local government before entering Parliament in 1972 and remaining an MP for 27 years. Renowned for his grasp of detail and work ethic, Birch held 15 ministerial portfolios across 12 years in government, earning the affectionate nickname "Minister for Everything." His early career centred on New Zealand's ambitious Think Big program, which sought to reduce dependence on imported oil through major infrastructure projects including the Clyde Dam and synthetic fuel plants. Later, as Finance Minister from 1993 to 1999, he became known for fiscal conservatism and balanced budgets, and was appointed Treasurer in 1998. Birch was characteristically modest about his achievements, preferring to acknowledge the contributions of colleagues and the teams he worked with. Colleagues remembered him as deeply committed to New Zealand and to the people he served, a careful administrator, and a steadying influence through periods of significant economic and social reform.
