Vladimir Valentinovich Okrepilov was a distinguished Soviet and Russian economist who devoted his career to advancing quality management and regional economic development. Born in Leningrad in 1944, he graduated from the Leningrad Mechanical Institute and rose to prominence as a pioneer in the field of Economics of Quality—a discipline he founded that integrated standardization, metrology, and quality management to promote socioeconomic progress and improve quality of life. For decades, he served as General Director of the State Regional Centre for Standardization, Metrology and Testing in St. Petersburg, where he led groundbreaking research and practical applications in quality-based economics. As a full member of the Russian Academy of Sciences, Okrepilov authored and co-authored strategic development programs for northwestern Russia and St. Petersburg, establishing himself as a central figure in regional economic planning. His scientific school on Economics and Quality Management became recognized as one of the Academy's leading pedagogical institutions, reflecting his profound influence on Russian economic thought and practice.
