Their Story
Víctor Eduardo Parraguez Galarce was a Chilean politician and agricultural entrepreneur who played a significant role in the development of the Cardenal Caro region. Born in Paredones in 1935, he dedicated much of his life to public service and regional development. He married María Mirta Lidia Cáceres González in 1966 and built a career as an agricultural entrepreneur in the coastal regions of O'Higgins. From 1975 to 1979, Parraguez served as the 32nd Mayor of Pichilemu, a position to which he was appointed by Chile's military government under General Augusto Pinochet. During his tenure as mayor, he worked toward improving local infrastructure and governance. Beyond his mayoral role, Parraguez was instrumental in championing the creation of Cardenal Caro Province, serving on the Pro-Province Committee alongside other regional leaders. His efforts contributed to the establishment of this important administrative division in 1979, with Pichilemu eventually becoming its capital. He passed away at the age of 90, leaving behind a legacy of regional development and public service in southern O'Higgins.
