Their Story
Carl James Kunasek was an influential Arizona politician and pharmacist who shaped state government across four decades. After earning his pharmacy degree from Creighton University, he moved to Arizona in 1961 and built a successful business owning and operating three pharmacies in Mesa. His public service began in 1972 when Arizona voters elected him to the House of Representatives, where he served until 1982. He then moved to the State Senate, where his legislative acumen earned him the presidency from 1987 to 1989—a pivotal period when he presided over the impeachment proceedings against Governor Evan Mecham. Beyond his legislative achievements, Kunasek was recognized as one of the architects of Arizona's Medicaid program, the Arizona Health Care Cost Containment System (AHCCCS), which provided critical healthcare access to low-income Arizonans. After leaving the legislature, President George H.W. Bush appointed him commissioner of the Navajo and Hopi Relocation Commission. In 1994, he returned to public service on the Arizona Corporation Commission, where he served as chairman until 2001. Known for his bipartisan approach to problem-solving and integrity, Kunasek left a lasting legacy in Arizona policy and governance. He was the father of two prominent Arizona figures: Karrin Taylor Robson and Andy Kunasek.
