Their Story
Vyacheslav Yevgenyevich Pozgalyov was a prominent Russian politician who shaped the development of Vologda Oblast during a transformative period for Russia. Born in Pyongyang, North Korea, to a family with Soviet security service roots, he spent his formative years in the Far East and Cherepovets before establishing himself in regional governance. He served as mayor of Cherepovets before ascending to lead Vologda Oblast as its governor from 1996 to 2011, a 15-year tenure marked by significant administrative and economic initiatives. Following his resignation in December 2011, he continued his public service as a member of Russia's State Duma until 2016, remaining engaged in legislative work at the federal level. Pozgalyov's career spanned the critical decades of post-Soviet transition, during which he worked to stabilize and develop his region's institutions and economy. He received multiple state honors recognizing his contributions to Russian statehood and regional development.
