Their Story

Kay Halloran was a pioneering lawyer, legislator, and civic leader whose career in public service spanned decades in Cedar Rapids, Iowa. Born in Estherville in 1937, she earned her bachelor's degree in political science and English from the University of Iowa in 1959, then returned to earn her law degree in 1974—becoming the first woman to establish a private law practice in Cedar Rapids. This achievement marked the beginning of a trailblazing career breaking gender barriers in Iowa politics and law. Halloran's service to her community began in earnest when she was elected to the Iowa House of Representatives in 1983, where she served a decade before being reelected in 1997. During her tenure in the legislature, she focused on rules, fiscal policy, and judicial matters. After retiring from the House in 1999 following an appointment to Iowa's Department of Commerce, she transitioned to local government, serving as Cedar Rapids' second female mayor from 2006 to 2009. Her mayoral term coincided with one of the city's greatest challenges—the devastating flood of 2008—which she navigated with resolve and principle. Known for her unwavering commitment to her community and her belief in principled leadership, Halloran remained active in civic affairs long after leaving office. A devoted wife, mother of two sons, pilot, and enthusiastic supporter of University of Iowa women's athletics, she exemplified dedication to family and community throughout her life.
