Dame Helene Elizabeth Quilter was a highly respected and influential New Zealand public servant who dedicated over 45 years of her career to strengthening the nation's government institutions. Throughout her distinguished tenure, she served in several senior leadership roles, including Secretary of Defence and Chief Executive of the Ministry of Defence, Deputy Commissioner of the State Services Commission, and Deputy Public Service Commissioner. She was recognized in 2019 with appointment as a Companion of the Queen's Service Order and in 2023 as Dame Companion of the New Zealand Order of Merit for her exceptional service to the public sector and the arts. Known for her commitment to diversity and inclusion in public sector appointments and her leadership in modernizing government capabilities, Dame Helene championed greater diversity in leadership, contributed to public service reforms, and supported critical government initiatives including the response to the Covid-19 pandemic. Her colleagues remembered her as a trusted adviser, mentor, and leader whose intellectual rigor, integrity, and deep understanding of public service left a lasting legacy on New Zealand's modern public service.
